AAPOA ANNUAL MEETING

Welcoming

Introduction of Speakers:

1)      Speaking on for the Teller County Department of Transportation (TCDOT) was Jim     Ignatius, Fred Clifford and Brad Shaw.

a)      20% of the budget comes from grants. The TCDOT got approved for 4.2 million.

b)      Improvements are being made to grading and snow plowing. Main roads are plowed within 24 hours. If is has been almost 24 hours and your roads are not plowed yet, please contact Department of Transportation. Get to know your grader. AAPOA’s grader is Rick Holmes.

c)      Road Maintenance: Maintenance on Twin Rocks will start this year. The section between Hwy 24 and where the new asphalt starts will be resurfaced. Should start in June. In Arabian Acres magnesium chloride will be laid on Denwood, Deer Ridge and part of Silbani. Once they start working on resurfacing all of Twin Rock, an apron on Denwood will be installed.

d)      TCDOT will be working on several roads throughout the county. A map showing all roads that they will be worked on is posted on the Teller County web site plus the road improvement & maintenance plan and the 2007 annual maintenance & improvement plan can be located on the web site. Please contact the TCDOT at any time if there are any question or concerns or if a resident is needing someone to come out .

                

2)      Paul Clarkson from the Community Development Services Department (CDSD)

a)      CDSD takes care of three areas: Building Department, Planning & Zoning and Environmental Health Department. They also work closely with Code Enforcement.

b)      Planning and Zoning can supply with is what zone you are in, where the set back of your property is and if you are zoned for horses. Some lot lines are not accurate, a surveyor is needed to locate lot lines. A list of surveyors can be found in he phone book.

c)      The Building Department can provide permits, certificate of occupancy and inspections. If proper permits or no permits are not used there could be consequences when trying to sell or buy. Building permits get filed and can help keep insurance rates low.  Homeowers can do their own work with the proper permits. If a contractor used they must be licensed in Teller County.

d)      Environmental Health Department takes care of restaurants, schools, child care facilities, water and septic.  Septic tanks should be pumped every 2-3 years. Adding chemicals like Rid-X is actually not good. The chemicals can get in the leech field. It is recommended to stop using such breakdown chemicals. Septic tank size is based on how many bedrooms are in the house. If added bedrooms, a larger septic tank may need to be installed.

           

                            

3)      Sheriff Kevin Dougherty & Sheriff Mikel Baker of the Teller County Sheriffs Dept. provided us with some insight on what’s going on in the area and with the department.       

a)  Department is in the process of getting new vehicles. New colors and        

     they will more equipped to handle the roads around Teller County.

     Also a new speed trailer was purchased.

b)  Sheriffs Advisory Committee meets once a month on what’s going on

     within the county and the sheriffs department. If interested in being

                 part of the committee or any questions please contact the sheriff’s

                 office at 687-9652.           

c)  Under the education program the sheriff’s office stills offers the meth

     presentation. If interested please contact the sheriffs office. Prescription

     drugs are becoming a problem with youths. Get rid of old prescriptions

     and keep them locked up.

d)  Problems in the area with ATV’s and dirt bikes. ATV’s are not allowed  

     on public roads (this includes all roads within the subdivision). Dirt   

     bikes are only allowed on public roads if they are properly licensed. If

     there are any questions regarding ATV’s and dirt bikes or if someone

     has a problem with someone riding around please contact the sheriffs

     office.

e)  Sheriff Mikel Baker is the resource officer at Summit Elementary. She

      teaches safety to K-5th graders, self defense for women and

      neighborhood watch. She is available to come out to your home.

     Contact the sheriffs office is interested.

 

4)      Frank Scofield from Teller County Code Enforcement provided some insight on what they do.

a)   Code Enforcement will help take care of issues with the appearance of

      properties in Teller County. If there is an issue the first option would   

      be to speak with that neighbor. If this does not work or it’s

      uncomfortable Code Enforcement can be contacted at 687-5257 or the

      board at www.aapoa.org

b)   Frank stated that the overall appearance to Arabian Acres looks good.      

      

                                 

 

Business Meeting:

            Old Business:

1)      Treasurers Report -  Balance $4,073.77 ($3,000 in construction fees) Billing      for the Fiscal year June 1 to May will be going out in a few weeks. Liability insurance is due in June. Renewal amount is approx. $1,000

 

2)       

 

New Business:

1)      2007 Budget was presented. The budget is not set in stone, changes will most  

      likely occur. The budget can be viewed on the web site at www.aapoa.org.

      Rick Zuniga motioned to approve the budget, Lanny Hoel second, all agreed,

      motion carried.

 

2)      There have been amendments to the Arabian Acres By-Laws to reflect policies and procedures. Per the CCIOA, SB100 & 89 and to be compliant with the state law, policies and procedures need to be added into the by-laws. Amendment of the by-laws only requires the vote of the board of directors per the CCIOA and SB100 & 89. By-Laws can be viewed on the web site.

a)   The by-laws need to indicate a fair assessment for when the board has

      to take action against a property owner who is in violation of the

      covenants which would not be covered under Teller County code. This

      would be on top of any fees the POA would have to pay, like property

      clean up. Motioned by Linda Strum that the assessment not to exceed

      $500, Marilyn Callan second, motion carried. This will be added to the

      amended by-laws.

 

3)      Election of officers:

a)   Current members positions and in the running:

          2)  Vice President: current - Open, in the running – Linda Strum

          3)  Manager: current - Tammy Thoe & Rick Zuniga, in the

                running – Rick Zuniga

          6)  Director: current – Sandy Zuniga, in the running – Sandy Zuniga

          7)  Director: current - Open                       

b)   Voting took place by ballots which were handed out to all that

       attended and tallied by two property owns, Aaric & Tonya 17 ballots

       were turned in. Confirmed number & results:

                            1)  President: 16 votes for Sue Thomas

          2)  Vice President: 17 votes for Linda Strum

          3)  Manager: 16 votes for Rick Zuniga

          4)  Treasurer: 15 votes for Tammy Thoe

          5)  Secretary: 8 votes for Tammy Thoe

          6)  Director: 16 votes for Sandy Zuniga

          7)  Director: 4 votes for Lanny Hoel

c)   One board member is still needed to fill the secretary position. If

       interested             please contact the board.                        

      

4)      Tickets were drawn for 3 door prizes, which were gift cards to various places in Woodland Park.
